HAHAHAHAHHA non kludge, right... dennis, you kill me sometimes.

<ahem>

before we start, you cannot copy any of this stuff. however,
mirroring and converting mirrors works perfectly. if you do this and
then try to copy other music into the measure, things will go haywire
(known bug). you will need to make changes manually, if you do, the
tuplets will stay in place but you may have to rebeam (see below).

also, i NEVER use the beam over barline PI for these things

i got massive amounts of sun (30 degrees or so in semi-desert
conditions 8-)) today, brain is slow as a jordan valley lizard's
breathing, hope this is all as clear as the sun i worshipped all day.

you need to include the rests (hidden) that are "absent" at the start
of the 2nd measure in a system-broken tuplet. the tuplet in the 2nd
measure should be attached to this rest, hidden after all is entered.
then of course a custom smart shape for bracket (which should NOT
include the tuplet values again) is needed... alt: the 1st note is
the same pitch as the 1st visible note, then change to an empty
notehead (must be same width as quarter notehead) and hide the stem.

your tuplet values will need to be half of the "real" durational
values, since they are defined in fact for the HALF of the tuplet
that is contained within the measure portion. i.e. for the 5:4 in
your image, you need to use (enter) 5:4 16ths, NOT 8ths.

in your example, the last "8th" in 1st m. should also have a tuplet
defined 8th in time of 16th (hidden once ready).

i STRONGLY suggest you remove the hooks at the barline (R in 1st, L in 2nd m.)

see the following graphic for the settings:
http://newmusicnotation.com/TEMPFILES/F2012_tupletoverbarline.pdf

your music spacing settings need to incorporate hidden rests

an extended beam on one note (should play back correctly but have
never tested) can be achieved as follows, NB order is important if
you want to avoid frustration in trying to extend the beam.

create 2 8ths, force them to beam together if at end of measure, exit measure
extend beam 40 EVPU (or whatever you find works in the end)
apply 1:0 8th tuplets to the first 8th
you will likely have to rebeam the entire measure
(adjust beam extension length)

you will effectively have no "extra notes" in the measure so this
will work after any respacing. but depending on your beaming and
speedy settings the beam may break if you enter/exit speedy or edit
other things in the measure.
