Transpositions, and transposition staff styles, always apply to full measures. Also instrument changes. This burned my buttocks a few times with mixing pitched and unpitched percussion instruments on the same staff.
You can cheat it in various ways, depending on how much information you have to fake. One of my faves is to divide the measure into two measures (say, 1/4 and 3/4) and hiding the barline and turning off "include in measure numbering" for the second measure, but only turn that off at the END because of bugs! You may have some extra space to close up as well. Or you could just ignore the incorrect transposition and put the "wrong" note that appears correct, and force a clef change, either for real or with a clef expression. If you need correct playback, you can insert a hidden note that plays back correctly while turning off playback for the note that shows. If this is for cues or parts to be sung by the instrumentalist, it is common to put them in the transposed key of the instrument. But of course you know that!
