A staff-style that changes the number of lines can be applied to a partial
measure in Fin14. This has not changed.

A staff-style that applies a transposition must be applied to a full
measure. There has been a change in this over time. Many years ago it was
possible to place a transposing staff-style on a partial measure, but it
still applied to the full measure anyway. So there has not really been any
change.
