i seem to remember being able to do this in 2012.  i know i could apply 3-line
staff styles to partial measures and now i can't.
 
this is for individual "low air tones" that sit without ledger lines below the
staff.  they happen at different times in different instruments so the measure
split solution is no good for me.  i want a clef change when the horns are in
treble, but anyways even when the previous music was in the bass clef, the air
tone transposes along with the real notes.
 
ah, i can enter it in a separate layer and hide/show partial or full measures
using staff styles... yay! another new workaround in finale for something that
should work easily!
