choose the graphics tool before making your selection (double-click and drag), it is a GRAPHIC tool you need, not a measure selection tool.
in your text editor, i strongly suggest creating an "images" (or "graphics") folder and being systematic about naming. then LINK the files (don't embed). your text doc will be smaller, easier to manage and easier to update specific images in the document as needed. i don't know about open office, but word compresses images terribly. i use iWork/Pages, a very cheap and *much more* powerful page design programme than word.
