Two points: I'm adding a new staff, so there won't be any notes in it. "Hide Empty Staves" does not always restore my systems to the exact staff spacing as before, so it is not an acceptable solution.
FWIW: The reason for this is that I need to add (in this case a percussion) instrument after I've already laid out a dozen or more pages.
