I suppose adding at the bottom and reordering on by-system basis achieves the result. But I am not happy about being unable to add staves in the proper order. So yesterday I added a "cache/restore" feature to my plugins. It allows you to cache your systems before adding staves/instruments and then restore them afterwards. As long as you don't add any music to the new staves before restoring, your restored systems are identical to the way they were before.
I can't believe Finale doesn't have this, but it will be available in the next release of Patterson Plugins.
