I just tried this. Maybe you did this already. Finale 2014.5, Windows. I double-clicked in scroll view to add a new staff AT THE BOTTOM. I switched to page view (where I have no auto-updating of anything) and the news staff was off the page as expected. I selected that staff by clicking to the left of it, then 'hide'. All of the new staff occurrences disappeared. Next I switched to the selection tool, and selected all the measure stacks on one page by double-clicking the first measure and shift-clicking the last measure. Then I switched to the staff tool and 'unhide'. The new staff reappeared on just that page, at the bottom. Then I chose 'reorder staves' and moved it up. The rest of the score remained unaffected. Does that do what you want?
