I figured out a visual way to break the stem at the rest. Above rest: add a note and change the notehead to a blank. Remove the remaining notes that extend below the rest. The stem remains. Below rest: remove the notes and add the notes in a different layer as a quarter note. Move the quarter note below the rest and change its stem length.
