Without a context, this neither true nor false, but just a statment. It only becomes true or false when you put it into context. Like if you prepend this: "If you want to have a Fink package of something, ..." then it becomes somewhat true (although it's not 100% technically correct). If you prepend: "If you want to port something to Darwin, ..." then it becomes false. And so on. Give me a proper context, and I can tell you whether the statement is true in it or not.
