Before you do anything: Check with a "fink-virtual-pkgs" and see
what is listed starting "system-xfree".

Best is if all three packages system-xfree86-shlibs and
sysem-xfree86-dev and system-xfree86 show up. If not so than you
have at least three choices.

First:
Fink somehow forgott to install system-xfree and so you can try to
do this manually by typing fink install system-xfree86. This should
not be affordable any longer but that's in theory.

Second:
If you haven't already done so you have to install X11 from the
Panther CD or via the package that is avaible for download (it is
afaik) a bit more up to date and the X11SDK which is on the Xtools
CD. This may fail first time you do so. The second time it runs as
it should (only Apple know why during first time some files are not
copied correct).

After that fink should identify Apple's X11 and install
system-xfree itsself without any doings by the user.

Third:
Do as fink says and remove your existing X11 (Apple's X11) and let
fink install xfree86.org's X. But then you will loose some
functionality of Apple's X11 but therefore you get a "working" X.
Apple's X11 is nice but not perfect and in some points not
compatible with any standards nor is it really in full really free
avaible and most of the functionality you like is part of the
closed source or works only really nice with quarz-wm and this
windowmanager is closed source and another indicator is that you
need Appe's X11 as proxy in order to have some functions in other
windowmanagers.

Final thoughts Apple's X11 is nice for Apple Users, all other users
prefer Xfree86 although it isn't perfect. Let's see what comes and
see what 4.4.0 brings.

You're welcome.

If you have further questions you can mail to me in private and in
german, which in some cases could be better :-)
