I wonder if anyone could help me understand why

1) emacs from the command line (-nw) can invoke ispell properly, but 
emacs as Carbon doesn't know where ispell is
2) similarly I can run emacs -nw foo.sgml and from within that invoke 
C-c C-v and do a proper validation, but when I run emacs as a Carbon 
application (i.e. with full OS X GUI) then if I try to validate the same 
valid file I get
nsgmls -s foo.sgml
nsgmls:foo.sgml:1:63:W: cannot generate system identifier for public
text "-//TEI P3//DTD Main Document Type//EN"
et cet.

(though the sgml syntax gets colorized by a parsing process properly 
when the file is first opened, and emacs is in psgml mode properly)

Hints and observations welcome...
