For the first question, not unless you set fink up initially in
/usr/local, or make /sw a symbolic link to /usr/local.  Check the FAQ:

For the second, if you have Apple X11, then you need to install the
"system-xfree86" package, which is a placeholder to let Fink know that
you have X11 installed.  Is that one of the options that you are being
given?
