The last word that I saw on the subject is that it's a problem with some
of the TeX files in doxygen itself and newer versions of teteX,
including Wierda's (i.e. system-tetex):

The package maintainer has contacted the upstream doxygen developers.  

In the interim, I have posted a deb file.

(doxygen's license is GPL, so I assume this is OK).
