There is a version of tetex-texmf in stable, so you didn't necessarily have to try for the unstable versions. The reason that you can't install it from deselect is because of licensing restrictions: see the FAQ at http://fink.sourceforge.net/faq/usage-fink.php#bindist
There has been no modification to the procedure to install unstable packages, so let me in turn ask you a question: what was the specific nature of the failure?
