There are two packages in Apple's X11, X11User and X11SDK. You need both of them and you seem to have installed only the former. Moreover there is a new version (beta 2) of X11 which fixes several bugs in the first release. Download and install both packages of the new X11 beta 2 from Apple's site, then try again to install system-xfree86.
