The C compiler comes from Apple.

If your machine is new, it may have come with a CD called the Developer
Tools.  Install the package from it.

If not, you can get the Dev Tools for free at http://connect.apple.com;
but it requires registration, and if memory serves, there may be age
restrictions on registering (for purposes of a legal agreement).

CD's are available, too, but I don't know if there are any restrictions
there.
