This has nothing to do with X11. You are missing the Developer Tools, which provide the compiler:

Since you have a new G4, there may be a directory under Applications called Installers. In this folder should be a folder for the Developer Tools. Install them, but if there's an installer for an "update", but don't install that, because not all Fink packages work with that update yet.

From reading the FAQs, I know this is the usual error message that comes
from not installing X11, but I installed it and re-installed it. I can't
figure out what else I might have missed here.
