Yeah, that was enough.

After the build, keeping those directries renamed, I used Gnuplot
(and Octave). It seemed to work fine.

So it builds without X11, but that doesn't mean there aren't features that are enabled when X11 is available that aren't there otherwise. My guess is the package was updated to provide those features. General practice in this case is to make a -nox package that disables the X11 bits. I don't know what the packager's intentions are in that respect, but you're welcome to make a package request on the fink page.
