Sorry. I was WRONG. :-( 
Gnuplot doesn't make without X11. 

It seems, however, that it works basically fine without x11
(by which I mean that I renamed /usr/X11, /usr/X11R6 and 
/etc/X11 after the installation, and ran gnuplot).

Almost all demo scripts in /sw/share/doc/gnuplot/demo seem
to work. One obvious exception was fillcrvs.dem.

So going back to my aim:

it seems like making a .pkg installer after apt-get-installing 
gnulot/octave in Apple's X11 environment is perhaps good 
enough. That way, octave/gnuplot would work either with or 
without Apple's X11 installed...I guess.
