Which sources did you use? In fink kile is only avaible in the 
10.2-gcc3.3 tree and this tree currently isn't avaible if you are 
running Mac OS X 10.3 or better it shouldn't.

Take a look at your fink.conf especially the line Distribution. It 
should be set to 10.3 and not to 10.2-gcc3.3 in order to work 
correct under Mac OS X 10.3.2.

to say the configure script where it can find the qt stuff.

Yes it exists in unstable but not in the 10.3 tree which is the 
supported tree for Mac OS X 10.3.

You can, if you know what you do, get the info file out of the cvs 
and copy this file to your local/main folder and then "fink install 
kile" but this is not trivial and not supported. You do this at 
your own risk.

Try a sudo apt-get install kile.
