I wrote some time ago looking for information on how to get "alt-function" key combos working properly for emacs and icewm on my iBook. Eventually I put this in my .Xmodmap file:
keycode 66 = Alt_L which worked fine, but unfortunately didn't help with the function keys less than f7, which only work like "real" function keys in combination with the fn key.
