Checking fink-installed xfree86 packages:

X11 version installed: 4.3
Fink xfree86 packages found, therefore no virtual packages

Finished at fink-x11-debug.txt line 73.

This is rather clear and simple: You have the xfree86-base-shlibs package installed. Plus, it is an old version that won't work on Panther anyway. It must be a leftover from an older Fink installation. You first have to get rid of it before you can do anything else. Removing the /usr/X11R6 directory is not sufficient, it has to be erased from the package database, too. If "fink remove xfree86-base-shlibs" won't work, use force:

sudo dpkg --remove --force-all xfree86-base-shlibs

Then [re]install either the two Apple X11 packages or the Fink xfree86 package.
