With

  sudo dpkg -i /path/to/your/debfile.deb

you can install any deb file. It will check dependencies, however, and fail if not all dependencies are installed. If your deb file is from your 10.2-gcc3.3 tree, there is a certain chance that it will not work on 10.3.
