Right. Based on the permissions of /, the Installer can only work when the user who is logged in is in the group "admin". By "logged in", I mean to the Finder (there's no way to use su or sudo to alter the user who effects the Installer).
Ah, OK, so this solves the mystery. This is also a bug IMHO. The installer should only do privileged things *after* it switches to admin mode by requiring the password. It should not require anyone to be logged in at the console as admin user (although most people do, otherwise this error would have been much more widespread).
