You will have to install it from source.

Unfortunately, after a binary was made, the Fink project discovered that there were issues with distributing binaries of packages that link to OpenSSL versions other than what is distributed with the OS.  Clamav is one of these packages (hence the Restrictive license).  

All such binaries were removed, but my understanding is that to make the package database forget about them would be more trouble than just to tell people they aren't actually available.
