Weird! When I built it (successfully) on my OS X 10.3/xcode-1.5
machine, that area of output reads:

rman -f HTML < xfig._man \

/sw/build/root-xfig-3.2.5-3.1/sw/share/doc/xfig/html
+ install -c -m 0444 xfig.1.html
/sw/build/root-xfig-3.2.5-3.1/sw/share/doc/xfig/html/xfig.1.html
That is, I can clearly see it is first creating xfig.1.html before
trying to install it, which is not visible (and by the error, not
happening) for you. What x11 do you have? I'm using Apple's X11...
