If I recall correctly, sometimes firewalls allow ordinary downloads
but not apt-get operations.  Try installing the cvs-proxy package and
see if you can do an update from cvs.

You probably should turn off UseBinaryDist in /sw/etc/fink.conf --
you'll have to edit it as root (e.g. "sudo pico /sw/etc/fink.conf").

You could potentially fall back on manual downloads of the binary
archives--but lets see if cvs-proxy works.
