The problem is that you don't presently have x11 installed...

...and fink can't figure out how to do it for you. That's because
you're using a binary distro that doesn't have any x11 providers and
Apple's x11, if indeed you have installed it manually, is missing some
components. If you want to use Apple's x11--I have not heard of any
packages that are not usable with it--(re)install X11User from your
Tiger installation disk. The next version of fink's apt will have an
improved error message in this situation.
