That is correct.  The installer only touches the shell for the installation user.  You need to run /sw/bin/pathsetup.sh in each account that will use fink once.  You seem to use tcsh, so the script will try to insert

test -r /sw/bin/init.csh && source /sw/bin/init.csh

into your .cshrc or .tcshrc file.  I usually just hand-edit the file after the initial install.
