No.

Although Fink does have a gimp package, right now (this may change in 
the future) I wouldn't recommend to use Fink's package instead of the 
precompiled Gimp.app that you find on the web, unless you are more 
interested in building the program than using it.

For NeoOffice, there is no Fink package, although Fink does have a 
couple of office suites, some of them similar to NeoOffice, some rather 
different.

For X11, Fink offers two versions that are more recent than the X11 that 
comes with your system, but again I would not recommend them to a 
beginner. Just make sure that your X11 is complete, that is, you have 
installed both the X11User.pkg (optional package "X11" at system 
installation time) and the X11SDK.pkg which you get when you install the 
Xcode tools from your Tiger DVD.
