Try this sequence: sudo rm -rf /sw /usr/X11R6 /Library/Receipts/X11 (in the terminal; you can drag the folders to the Trash in 10.4 as well) That should flush out Fink and everything X11-related. Install Fink from its installer Install Apple's X11User, X11SDK (and the X11 update if you're so inclined) Before installing anything X11-related with Fink, check the output of "fink list x11". If x11, x11-shlibs, and x11-dev don't all show up, then it's likely that Apple's installer left out a file. Using "fink-virtual-pkgs --debug" should indicate what's missing.
