Is version 3.0 of Xcode OK? If not, what version should I try to
install?

What did I do wrong in trying to install KDE?

Nothing. There's a problem with Apple's X11 right now.
The quick fix is to run
sudo perl -pi.bak -e 's|2.0.0|2.1.0|' /usr/X11/lib/libXrandr.la
