mysql-shlbs doesn't have headers, but that's beside the point.

A terse verbal description of your error is no substitute for some
actual output.  "No acceptable C compiler found in $PATH" doesn't
necessarily mean that "gcc" isn't found, but that something in one of
the tests bombs.  Check your config.log to see what the test line
actually is and what is being kicked back.  That can be due to an Xcode
version which doesn't go with your OS (do you have version 3.2.x
installed?).
