"xcode-select --install" only works on 10.9. Similarly, com.apple.pkg.CLTools_Executables is only the name of the receipt for the command-line tools on 10.9. You probably have a perfectly valid set of command-line tools for Xcode 4.3, but the gcc48 package wants newer tools.
