Personally I find this approach a tad bit silly. Just because I did not get an error report does not mean the package works flawlessly. There are enough people I know that simply discard software which does not work as they expect it to work. I think this also fits the picture when it comes to fink packages.

Concerning automatic submit systems. Even the contest popularity package cannot account for the "well being" of a package. Just because package foo compiled and installed properly and thus will be reported as "good" by the popularity-contest does notz mean, that the application also runs as expected in the very environment that particular users needs it to run in.
I think that manual reports are the _only_ way to go in this case. Because if a high demand really develops people _will_ go through the necessary steps to get their "software" moved to where they want it. The only thing I think that might work is a web.form where people can leave reports about packages, the maintainer could then be auto-notified once a report for their package has been filed. This could almost work like a reverse "bug-database" and a changed gnats system for example, with command line tools that can report to a distant "bug-database" would do teh trick as well.
