What's the good policy for this? Is there a way to tell fink libfoo package don't exists (only the splitoff are instalable) or is it better not to split libfoo-dev and keep its data into libfoo?
One possibility would be to just call the main package libfoo-dev and not have an extra -dev splittoff.
Would that work?
