I've never noticed the 'dummy' users from the passwd package showing up in the login panel. Since it's undesirable to have them show up in the login panel, I wouldn't say there's anything wrong with it. I believe people have been finding them in: System Preferences > Users, and for some reason they begin to panic.
I tried reducing the UID to <100 a long time ago, but it didn't have any affect in hiding them in Users Preferences, so I put them back to the original UIDs.
