Thanks to you and to everyone for the good/helpful thoughts. Qcad now 
runs (details below). A couple of lingering questions:

(1) How can I ask fink to build locally rather than using an available 
binary, (e.g., will the build/rebuild commands always have that 
result?). (2) Can I tell, other than having watched for a build during 
the install, whether a particular installed package came from a binary 
distro, or if my binary was locally built, when?

Here's what I've done this afternoon:
(1) fink remove qcad
(2) fink install qcad (no package found!)
(3) fink selfupdate-cvs (did this earlier too)
(4) fink update-all (ooh, new version of dvips :-)
(5) fink install qcad (I see it building now, fingers crossed)
(6) qcad works!

This isn't anything I hadn't tried already... but somehow before it 
would install without a build.

Regarding (2), I wonder if there was some little transient in the state 
of the fink database. Perhaps to be expected since things are changing 
fast? Similarly yesterday, fink didn't seem to know that qcad depended 
on qt2.
