My recollection is that the passwd package is the one that has you create all of the extra users. Check and see if passwd got installed. If it did, then try 'fink reinstall passwd'.
In any case, once you've gotten passwd installed properly (all the extra users, etc) then 'fink install sawfish' should build/install everything else.
