Really?  I thought that doxygen-1.2.18-5 solved it, by installing the
old fancyhdr.sty file as a package--at least it did for me.

I've seen the same thing using KDE, usually when I switched while KDE
was starting up, but I never played around with seeing if different WMs
behaved differently.
