Assuming that it works on Jaguar, this should work just fine-- Fink will generate all of the system-xfree86* packages for you.
Everything (seems to have) worked (which, if nothing else, will provide an answer for the next person who wants to do this)! :-)
I now have version 2:4.4-2 of system-xfree86{,-dev,-shlibs}.
This also seems to have solved my GTK+2 font problem.
I know it may be off-topic for this list, but are there any libraries (a) I should recompile, or (b) no longer need?
(a) Probably not--backward compatibility isn't a problem.
(b) I'm not sure, but my guess would be to leave things as they are: I don't think 4.4 includes anything that you needed an external library for in 4.3.
