Fink Commander itself wouldn't be much help--it would need to utilize 
hooks in the fink package that don't exist as of yet.  They would be 
good to have, both for users and from a support standpoint.

The "special procedure" is for user convenience.  One can just set the 
Distribution: line to 10.4, run "fink selfupdate" and then start 
updating.  We just didn't want to have people try to run on half-updated 
systems.
