libintl.la isn't a library:  it's a libtool archive and only matters
at build time.

How long have you let the applications sit there?  There's a known
issue on Tiger where gtk+2 applications can take several minutes to
start up the first time they're run.

As a possibly related note:  You're on a Fink distribution that has
been dead for more than a year, and so you're no longer receiving
package updates.
