I will reclaim my 10.4 PPC system and see what differences there are between a 
Tiger and Leopard build at the ln -s and cp -P points.  However, I am of the 
opinion that the extra /lib directory is the source of the mislinking problem 
and when the cp command executes, the packager fails and that is what creates 
the error condition.  Maybe reading through the Makefile a few times will help.
