I can't reproduce these problems here. Someone will have to post
their config.log so we can see why exactly what configure was looking
at that it decided was too old. Alternatively, users could try removing
the autoconf2.5 and autoconf2.13 to see if that helps solve the issue.
Also what happens if you grab the older copy of cloog.info from...

http://fink.cvs.sourceforge.net/viewvc/*checkout*/fink/dists/10.4/unstable/main/finkinfo/devel/cloog.info?revision=1.8

and replace the one in /sw/fink/10.4/unstable/main/finkinfo/devel/cloog.info? 
Can you still rebuild cloog-0.15.3?
