Robert,
   I will add a BuildDepends on autoconf > 2.54 to cloog 0.15.5-1.
Interestingly, if I try to do a 'fink install autoconf2.13', this
fails with...

fink install autoconf2.13

Fink isn't sure how to install the above packages safely. You may be able to 
fix things by running:

  fink scanpackages
  sudo apt-get update
  sudo apt-get install autoconf2.13=2.13-5
