netcdf-config is installed via the 'netcdf7' package.  Fink policy forbids 
specifying a runtime dependency on that.

However, it may not have the flags properly set up for gfortran, due to 
building netcdf-gfortran separately.

I'm away from my Macs for a week, but I'll try to look into the situation when 
I get a chance.
