I had a chance. :-)

I've modified the netcdf7 and netcdf7-gfortran packages a bit.
netcdf7 now installs an nc-config which doesn't mention gfortran.
netcdf7-gfortran now replaces that one with an nc-config which _does_
point to gfortran.  You'll still need to install netcdf7 to build with
netcdf7-gfortran, though.
