The computer knows what packages are not installed or downloaded to the 
computer.  How does it do that?  By consulting a central database.  The central 
database could contain the installed contents of each package as well.  In 
today's world, the resources and bandwidth for such a list would not be an 
unreasonable cost for the benefit in my opinion.
